2017년 4월 이래로 중국 공산당은 신장(新疆) 정부 기관, 기업, 대학교 등에서 일명 “붉은 검 선서” 캠페인을 진행하였는데, 이 캠페인은 당원 및 단원(團員)을 한 곳에 소집시켜 이들이 당의 지시를 듣고 당을 따르며 모든 종교를 절대적으로 멀리하겠다고 맹세하는 내용으로 진행된다.
비터 윈터는 2018년 4월 19일 중국 공산당 중앙 판공청과 중국 국무원이 발행한 “신 정세 하의 이슬람 규제 강화를 위한 제안서”라는 기밀 문건의 사본을 입수했다.
2018년 2월 “종교사무조례”가 발효된 이래로 중국 공산당 정부는 “종교의 중국화”라는 명목으로 신장 지구 무슬림의 종교와 문화에 대한 통제와 억압을 강화하고 있다.
